A quick search shows that your city only has 120k people. The population has to be large enough to support a business of that size. Arizona unemployment stands at 8.7% ( http://www.google.com/publicdata/explore?ds=z1ebjpgk2654c1_&met_y=unemployment_rate&idim=state:ST040000&fdim_y=seasonality:S&dl=en&hl=en&q=arizona+unemployment ) Which is inline with the national average. You not only have to have the population, but also the people with the disposable income.

These things are popular in tourist areas. Even our city doesn't have something like this and its twice the size of yours. 

 

Your trying to cater to everyone and its a recipe for disaster imo. It's like a band that tries to appeal to everyone by doing country, metal, classical and jazz... Instead, specialize in something and focus on that.

Based upon my experience, I would advise that seeking $5 million for a project which is in the very early formation stages is likely to be very challenging. Consider what you can accomplish with a somewhat smaller amount that will move the project forward and allow you to increase the valuation to the point where you can ultimately "command' the full $5 million.
