When I read your question, I wonder how much experience this person who wants to license your idea has about taking a product from the napkin to the shelf. Those experienced in product development have a rough idea and understanding of what it cost to get it going. Tooling is one small part of it.
Be careful licensing your idea to in-experience and having it fail.
To answer your question, it depends on the complexity of the part, the size of the part, if it's injection molded, extruded, or vacuum formed, has secondary manufacturing operations, etc. And yes tooling is less expensive over-seas and the turn-around time is quicker.
