With the economy the way it is, I have been seeing a lot of people that could use help with one-time financial setbacks.  Whether it be rent payment, car breakdown, fuel bills, doctor bills, etc.  I have a vision of starting a website for my local area that would help people with one-time emergency funding.  They post their need and then if they are funded, my website business would send the check directly to the landlord, repair shop, or doctor etc. to be sure the money is being used for what they request it for.
 
I thought of raising money by business advertising, or donations.  I also thought of having a classified advertising section where I charge people a small fee that goes to the charity fund and then use the business advertising for my expenses.  I don`t look to make a lot of money for myself from this, but want my expenses covered and perhaps a little to cover the time that will be involved.  Other than that, my main goal is to help other people. 
 
I have a full-time job, so not sure if this is a good idea to pursue, or not.  
I`ve been thinking about it all the time though.

You sure have an interesting and charitable brain!

For what it`s worth, of all the startup ideas I`ve heard, yours is one of the ones that would be cool and scary to see take off; it`s really out there and yet I know there are a lot of "grant" programs managed on the local level, so rolling them up into one site isn`t crazy.
 
I can`t imagine how much time it will take to even build your foundation to see if this has the potential you see, but maybe you can take a look at something like Kiva to see how they started and what they do ... it seems kind of similar, but their mission is different.
 
Best of luck to you on this; don`t worry if you never get past the thinking stage as that is real great for exercising your entrepreneurial brain (if you can figure this one out, or even get it close, just imagine what you can do with something boring like starting a company to sell "stuff"!~)

Why not just use the energy and enthusiasm to partner with Salvation Army, who already are doing what you`re suggesting? I`m sure they could use the help, and especially improve their online presence.

Well, after some on line research, I`ve found a website that is already doing EXACTLY the sort of thing I had thought about.
 
 
Only, I was thinking of something like this only on a local level.
 
One problem from the get-go is will people want to donate before I would become a non-profit organization.  They would expect a tax-deduction and I couldn`t provide that at first.
That would be on down the road.
 
Today, I also thought of another incentive for individuals who donate cash.  Depending on the amount of their donation,  once they donate they are directed to another that has business coupon incentives that in the end they get their money back if they visit those businesses who are advertising a coupon special.  For example, if you donate$5., you are directed to a coupon page.  You pick which coupon you would like to print off for that value of $5.  If you donate $25, you get a coupon value of $25 from a participating business of your choice.   
 
I don`t know where to start and have no one to consult with so I was wondering where I should even focus my energy on.   Getting a website?  Or talking to a business consultant first?

I like Craig`s advise (and seeing as you`ve found a site that does exactly what you were thinking, short of seeing about if they`d let you open a "local office", you`d be competing for scarce dollars).  Your coupon idea would more like a fund raiser ...
 
"Getting" a website especially if you`re going to be collecting and distributing money is not cheap or easy (it`s not horribly hard either, but that`s your "cart") so if you still want to follow your idea, and you don`t want to see if The Salvation Army can use your brain and energy, I`d go find your local SCORE office to get some consulting there.

What very thoughtful and philanthropic grassroots biz concepts.

If you are located in the states try a visit to your local Small Business Development center. I think it is sbdc.gov they can help you get the steps organized on how to do what. And in terms of legal help, maybe visit a local university and see if an advanced/grad level student can help you draft up the legalese for the preliminary idea. Many times they need projects to do pro bono for experience and credits and in the process they can research a lot of back end companies that are doing the same thing.

Keep at it. You will come up with something that is Uniquely YOU :)

takeabreak -- you might want to look into "social entrepreneurship" and "microlending." These are both fairly well established niches that would offer some good information for your research. In fact, what you are proposing is a form of social entrepreneurship and if you approach it from that angle you will be able to find a lot of like-minded people.
 
One thing I would caution is that businesses are getting hit very hard right now, and many (if not most) would be hard pressed to come up money to give away for free.
 
Personally, I think it would be a lot more constructive to figure out a way to help people MAKE the money they need, rather than just giving it to them. You might bail them out today, but what happens the next time they run into a problem? Are you going to bail them out again? At that point, you`re just setting up a non-governmental wefare program. And we all know how successful that`s been over the decades.... not.
