i've heard this too... it's better to get links from sites on different IP blocks... found this to be interesting:

In general yes that is true.
But, if the 3 sites are all selling relevant products to each other, then you can look at exchanging links as "cross promoting".
Or, think of these sites as pages within the same site. Choose one of the sites as the most important, and point the others to the main site. The main site will get the "link juice" from the others.
Yes its true but people are doing because these countable but don't get back guaranteed.
Google recently launched its Penguin update in 24th April. And according to this update Google don't like Link-farm at all. A large number of websites have been affected by this. So avoid this type of link exchange.
It is not true that there is no benefit from link exchange from all three websites but there are few conditions if all three website have same content and poor PR then it is useless to exchange links from those websites or if those websites have quality content and have good PR then it is fruitful to exchange link from those websites.
Yes as far as I know, Google takes sites with same IP as one only. BTW, do you own those 3 sites? What are you expecting to achieve with link exchange among the 3 sites?
my advice is to try to exchange with different IPs... is the best way to improve your SERP
