Yes link baiting content is meant to draw user attention and ultimately a linkback to the baiters desired landing page. Link baiting in nature is not bad, it's only as legitimate as the content it refers to. The term sounds negative but link baiting in itself can be an effective tool in a link building campaign as long as the content itself hold some value. If webmasters viewed the content as thus useless info meant to stir up quick interest, they'll most likely remove their linkbacks or not bother linking to it at all. SO in essence it's good and bad depending on the content not just the title.
