Yes link baiting content is meant to draw user attention and ultimately a linkback to the baiters desired landing page. Link baiting in nature is not bad, it's only as legitimate as the content it refers to. The term sounds negative but link baiting in itself can be an effective tool in a link building campaign as long as the content itself hold some value.  If webmasters viewed the content as thus useless info meant to stir up quick interest, they'll most likely remove their linkbacks or not bother linking to it at all. SO in essence it's good and bad depending on the content not just the title.

Link baiting is good for the site owener and the visitors as well. It helps site owner to gain lot of traffic and at the same time it will help visitors to get backlinks from the same website. Link baiting doesn't help the site owner to get backlinks.

Link baiting is the advance techniques for building high number of back links. In that webmaster do some thing interesting that people want to link theri website. Like

1. Writing on politics.

2. Offering some free tools. like Rank Checker, PR Checker

3. Writing some thing controversal.

4. Write about celebrities.

5. Write about recent issue.

Link bait is any content or feature on a website that somehow baits viewers to place links to it from other websites. Link bait can be a very powerful marketing as it is viral in nature.

Link bait is not new and it can only be done if you are really smart. Basic methods of getting linkbaits done are through template creation, online tools giveaways and scripts. There are many techniques but out of which i think the above ones should be easy to implement.

Link bait is important, because most search engines ranking as a major factor in the decision backlinks.
