Legal value of online checkbox "Agree on Terms and Conditions"?

Lots of website have a check box for "agree on terms and conditions".
What is the legal value of this box? in what format should it be downloaded to have a legal value? (MySQL, Access, other)

I know this is more of a legal question, but I thought most business are concerned by this issue.

It varies by jurisdiction; some courts uphold the agreement, some dismiss it.  Legal value?  Probably doesn`t hurt as a CYA.

What are the terms and conditions meant to do?
 
For example: if a website provides instructional videos - the terms may say the videos can not be copied or shared without written permission of the website. If you allow people to upload pictures, the terms may say the user states they have the right to the image.
 
If it is a membership site... the terms specify what members can or can not do... but the site owner has control of the membership status (the owner can delete/ban a member).
 
The terms must certainly be available for people to read, but I do not think they need to be downloaded (although that could be done easily - pdf file).
 
If you want the terms to protect you from some legal action/recourse, then you should consult an attorney about what is needed.

I need to find a cheap attorney...cheap is not the right word for attorney!

I see lots of people offer legal services on guru.com. Are those recommended?

No.  Where will they be if you are sued?

What are you trying to accomplish with a TOU agreement?

I utilize PrePaid Legal (PPL) and I can tell you that yes they are worth their services.  It is not a matter of rotating lawyers or anything to that affect.  How their plan works is one pays a membership fee each month and for that fee xyz services are PrePaid should they ever be needed.  Then anything above and beyond those services that are PrePaid is given @ a 20% discount. 
 
When there is an issue or a lawsuit, you are referred to a lawyer who is governed by PPL and must meet their strict standards to remain a referral lawyer of PPL.  If you choose to utilize that lawyer, then a contract is set up between you and the lawyer and he/she is your lawyer for the duration of your choosing.  If you find that the lawyer referred is not of your liking, then you contact PPL.  If there is no contract, they will refer another lawyer for you to interview.  If you have a contract with the referral, PPL will try to resolve the issue between you and your counsel.  If the issue cannot be resolved, they will reassign your case.
