Hello.

Maybe consider pre-designing the logo yourself so that you provide a clearer jump-off point for whoever you look to do the final design. This also makes it so that you can get  apples-to-apples quotes.

When you get to that point, you may want to consider at least 2 designers to provide to you what they can do for you especially once you present to them what you`ve developed as `YOUR` concept.  If that designer can`t understand what you are trying to accomplish with your logo as it relates to your business promotion ability and perception, then you move on to another designer. 

Having a good enough detailed version of a design so that you`ve well-defined the concept to yourself first puts you both on equal footing. That final selection of the designer (and you) should have some reasonable concept of marketing and advertising such to be able to incorporate those elements into the final design. Personally, I believe that is a must as a logo is very important to that end-result in business promotion.

If you are looking for a resource in which you can play around with different concepts until you find one that you feel is at the place at which you can present it/them to logo designers, then check out this do-it-yourself online logo design resource and have fun with it before spending any money.

Staniel made a good point about suggesting software that works with vectors. Vectors allow you to resize your logo to any size without any pixelation or loss of quality.

Adobe Creative Suite is very powerful, and for logo work, your best bet is Illustrator (vector graphics) as opposed to Photoshop (raster graphics). The real issue with this software is that there is a relatively steep learning curve, Adobe CS is software designed for design professionals ie. power users. If you hire a logo design company, don't be surprised if they are using Adobe CS themselves.

I personally use Adobe Illustrator, but there is a bit of a learning curve with this program. I hope you find a solution that works for you.

If you don't have a graphic design background I would go with an online based logo design maker. This one's free: graphicsprings.com.

Photoshop is one of the best Logo design software. It gives the features to improve the old pictures. Photoshop has also tool to change the background. With photoshop you can also give blur effect.

Hello Principe

There is a excellent online site called Fiverr.com that you can get almost any kind of logo, site banner, other graphics or other work done well for just $5. I have had various web banners plus ebook covers made by different people there. I also had a msword powerpoint presentation turned into an mp4 movie in two formats done. I had them done there as an inexpensive alternative to purchasing expensive software. Also I don't always have specific skills to do certain kinds of work.

I am not an affiliate there. I have just used the services. The people are great, do excellent work and are very prompt.
