I really need HONEST opinions and maybe a little logic to the choice selection

The first package includes a free press release and an article submission.  The press release will be sent out to the top 25 media networks in out lists. The press release will also help in search engine ranking once it has been indexed.  The article submission is activated to drive long term traffic to your site.  If you create an article, we have the ability to post your article on over 100 article hosting sites. This alone is a very powerful tool, but the real gain in traffic comes from all of those articles that will then be posted out there on the net getting "indexed" by major search engines such as google and yahoo. In the long run, this tool will create a large amount of links through out the search engines all aiming back at your web site.

The second package includes 5,000 opt-in emails.  We will blast an email out to opt-in data (people that have signed up to receive offers from such companies as yourself). We have full reporting capabilities on each email campaign that goes out, so we can track the success of your offer. This will also let you test a few different styles of offers if the first campaign you send out did not turn out the way you wanted.

Which package would be most beneficial to a newly started web page and why?

When you say "the second package includes" the email, does that mean in addition to the press release and article submitting? Or is the second package only emails?

When I think of email marketing I think of something short, sweet and right to the point.
When I think of  articles and press releases I think of something more detailed.
 
So I think it would depend on the company and the product.
 
For example:
 
I make and sell decorative monitor covers and I`m terrible at writing.  I would opt for e-mails.  I could write about my covers being made of cotton fabric and how they can help protect your monitor from dust, fingerprints, and ect. and add a few pics.  Nothing to extreme.
 
Now if my company sold vitamins for example I would probly go for the press releases and articles.  I could add more detail and write about ingredents, who they are targeted towards and why, why my vitamins were better then the compititions, ect.
 
I am new my self at all this and I am trying to figure out the best way to market my product so hopefully if I am wrong someone with more experience will correct me.

The second package that they offering me is simply the emails. The reason behind being able to choose 1 of two package plans is due to the host site malfunction which cause our, as well as many other customers, web site to be off line for half a month and the other half of the month a customer couldn`t have purchased anything if they wanted to, so to componsate for that they offered  pkg#1 or pkg. #2 for free. I need to know what would be more benefitial to me?

Like burchcovers said, I think you should tell us more about what kind of product you are offering, what`s your target audience and what marketing methods have you taken so far?

A little more detail would provide for better advice on our part :-)
