Absolutely, create and submit a google and yahoo site map. These are essentially  road maps of the pages on your website... to "help" Google and Yahoo find all your pages... or the pages you want them to find.

The process is to create a site map then upload it to your server and notify Google and Yahoo.

You might also add Google analytics too. This provides some nice information about traffic to your site (in addition to whatever your web host provides).

Oh, Roland, yeah, Google Analytics should be like #1 thing you do to a web site. Definitely. I don`t even see how you can have an e-commerce site without analytics.

Yes it`s SEO job.
If you don`t have a limited budget, you can do a lot of research and do some things on your own. Here`s an article that can be really helpful - advices from the Top SEO experts on how to do a budget SEO.
Otherwise I suggest that you hire an expert. This is the company I know and recommend: http://seologist.com/ - they are in Canada with a lot of clients in U.S.

It should be but - it depends upon what the contract / understanding is between you and the person you are paying. I may think that setting up sitemaps and Google analytics is (or should be) part of an SEO service, but your arrangement may not provide for that.

Unfortunately, there is no standard so it is important to define this up front. When working with my clients, I define what services will be provided for the price. But that comes after a discussion of the client`s needs and goals for the web site, during which I`ll suggest they use various services although the client may or may not request those services.
