What is the best way of doing this? I have seen ad`s for software for sale, but what is the best way of going about a website like this? Is there any licensing you need or legal matters? Let me know if you have any experience with this. I am trying to learn as much asI can about the internet.

An online auction for what?

Auction software is ... well, it`s a startup in itself. Costly and enormous.

There are many "auction" site scripts available... just search on auction scripts or ebay clone.

The "trick" is to get people to use your auction site vs. eBay. If your site has a niche (auctions specialty products), that could be one way to get people to use your site.
