I am about to open a grocery delivery service.  I need a little bit more funding before I will feel comfortable leaving my job to do this full time.  I have absolutely zero experience in acquiring funding for a business.  The good news is, I don't really need much money at all.

A modest investment of $3000 will provide me with the rest of the startup money I need for insurance premiums and the website, as well as several months operating expenses.

What should I be offering to investors for this small amount of money?

As you say, that is an incredibly small amount of capital to start a business with.

The "investment" required to properly and legally consummate an equity type investment renders that approach un-viable.

I would suggest seeking some type of loan - either personal or business.

You can offer a "healthy" interest which is considerably better than the current market. Be aware of the usury laws in your State and be careful to avoid having your loan be viewed as a security offering.

If this is a small amount you need, I would barter the difference with other businesses, and keep your job while you are trying to operate the business. Since this is such a small amount, you can raise the money in various ways with what you already have at home or through friends.
