Hi, How many incoming links i need for getting PR5?
What is importance of free directory submission to get higher PR? Is there a number that i have to reach in terms of backlinks to achieve PR5 ?
Would exchanging links with a few quality PR6-7 links help ?

The number of backlinks to achieve a PR5 site depends on what the page rank is of the incoming pages.

e.g. Having backlinks from PR4 pages will pass more "link juice", then PR1 pages.

In addition to exchanging links you should focus more on creating one-way incoming links from high page rank Web 2.0 platforms... squidoo.com, blogger.com, ect..

There is no exact numbers to get PR5 or any. Some may get PR5 while having less back links than on PR3 with more back links. I mean, it is not on the measure, but it is on the quality of the back links...
free list submission doesn't help much in improving PR, since it is free, most of it do not guarantee inclusion and most are just crap.
yeah, exchanging links can help, but make sure your link is placed on the page where it has PR, also adds do follow on links and having less outbound links

It is quite difficult to say the exact number links which are enough to get 5 PR and remember one thing, back link is not a single factor which is responsible for PR, PR depends on numerous factors. It is also a fact that 10 quality links are much better rather than 1000 poor links so don't concentrate on numbers.

There is no absolute value for the number of backlinks for PR5 because it is dependent on the quality of backlink. If you are having higher number of backlinks from websites which have lower authority levels then it will not produce that much effect that lesser number of backlinks from websites with higher authority level can produce. If you want to get PR5 then it is mandatory to have high quality backlinks with extreme quality content for your website.
