I market to government agencies also and it can be frustrating.  There are so many layers of people and getting to the right person can be tough.  In Oregon there is a government purchasing association that represents many different government agencies.  They put on a `Reverse Trade Show` where the people behind the booths are the government purchasing folks and the vendors walk around and talk to as many people as they like.  The show only cost us $69 for each person.  A great bargain for getting face to face with so many government purchasing agents.

The organization putting the show on here is the Oregon Public Purchasing Association.  They are a local chapter of the National Institute of Governmental Purchasing.  (www.nigp.org).  They have local chapters all over the country.  Check their website.  On the left is a menu for `Chapters` and you can see a list of links to all of their local chapters.  I`m not sure if all of the chapters do the Reverse Trade Show, but it might be worth looking into.

Good Luck!
