I have used overseas (India) companies before and although I hate to admit it, they did a fine job and I saved some serious $$. The main issue though is communication. My projects were fairly straight forward and even then, I had a lot of trouble getting exactly what I wanted. In the end I did get the project complete and functioning as specified, but it was a pain in the ass to say the least.
Personally I`d usa a US contractor if possible, but if you are not on a tight deadline, have limited funds, and have the patience to handhold the project, you can save substantial $ going overseas.
