Better to use the link building techniques. These techniques helpful to get rank over search engine website. I mostly prefer to link our website to other website.

Yes ,i completely agree with you , seo work should start with developing ,a informative and well managed  website is more  worthy for seo work , if your   website have good user interface then it is easy to get more  and more unique visitors and that can help0 you to get more traffic for your website  which will be   more   beneficial for seo.

Ditto. Focus on adding fresh content to your website on a regular basis. Then focus on other strategies for link building. 35% of SEO is on page and rest is external SEO.

If you want your websites on the Google first page then you use the relevancy SEO. this makes your site top in the Google ranking.

You mention using the proper tools to help you get the job done. My favorite WP SEO Plugin is WP SEO by yoast, and my favorit all around traffic tool is WebFire.
