Those features are available on DreamweaverCS3 or any Dreamweaver Edition. I don`t think its about what you can afford it comes down to "Tools of the trade"
For example: IN order for me to run APACHE, MYSQL, AND PHP on my Windows machine I have a tool called "WAMP"
The purpose of this tool is so I can create a local Database, and it enables me to Create Dymanic Web Sites on my Computer. I don`t expect for you to have that because this is not what you do for a living. I can install any Open Source Package on my machine [OSCOMMERCE for example] Modify the code and then upload the database and the modified files to the web server. Makes things easier for me.

NVU, Works for you since you are doing basic html coding for your own purpose.
Try modifying a PHPBB forum or Zen Cart and then thats when you know that you need better tools...

Exactly: And this thread began with someone using Front Page, which is pretty well-known as a tool for beginners. To me, a lateral transition that doesn`t clutter up the code, also for beginners, but with room to grow is either DreamWeaver or Nvu. Since the latter costs no money, that`s my recommendation.
