What would be the first steps I should take if I were to try and franchise my website to other states.  Should I see and attorney that deals with franchising?  Can you recommend any useful FAQ type sites??

How would you Franchise a website? Does your website have products? If so, why not use an affiliate program?

I do not sell a product but provide a service.  I`ve computerized our lottery club to a website and was looking to franchise it to other states that could form their own clubs or sell the program outright.  I`m not sure how to attempt this.
