In my opinion, first have an open and honest discussion with an indiviual who has the desire, passion, and drive to start a business endeavor.
Business plans interest individuals through understanding, they don't convince.
You would then determine if the individual has the technical or business skills you seek.
Finally, if your idea is viable and you can get them to understand your concept / business model, you don't need to convince them regarding the business and its' potentials. You need to convince them to go into business with you.
Same concept with an investor. Any one business venture can be a great investment. But investors don't invest in business plans and concepts, they invest in the people behind it.
