Fashion Line Manufacturing Question

Hello, I am new to the site and have a few questions on the manufacturing process of clothing lines. :)

 

A few things to note before I begin:

-I can sketch, drape and make patterns for my own designs. My work:

From what I understand, when making samples for clothing lines, the sample is made, then shot on a model, and then a catalog of sorts is distributed to retailers.

As a new business, I doubt I will have access to fabrics sold at wholesale prices and in large quantities.

So my question is this; how can designers source materials from regular fabric stores to make samples, when there is the risk of the specific fabric they originally bought being sold out? Or not enough material left to make garments for orders for retailers/clients? 

Or do they buy a bolt and run the risk of not selling enough?

There are wholesale dealers in market for fabric and material, most of all fashion designers prefers to deal with them for different types of fabrics and cloths. They can get material on large scale so that they can make many patterns with one material.
