The amount of effort needed to be done is based on the nature of business, type of website, its current PR and its current Alexa Ranking. You can maximize hits by promoting your website through various tools available. But you must use the one that works well with the nature of website that you have developed.

If you are running an online site, then you want to be focusing a lot of your effort towards SEO as that will play a big role in the success on your business. If you don't have the means to focus your efforts, or the know how for that matter, then you should consider hiring an SEO firm to do it for you.

Yes...  the amount of effort to be done on the nature of business and competition. If your business has less competition then you need to put less efforts. And as above said its PR & Alexa ranks also help in SERPs

SEO is not a one term process, as long as you're running your online site and you want it on top of the search engines then you should put too much effort on doing this for you to maintain your PR.

Well for sure you won't be getting results if you only work for only 4 hours a day. Well like any other jobs if you want to get good results you have to work for it.
