Doing Biz w/the Fed. GSA`s and MAS`s oh my!

Okay, I decided to post this here hoping to find another veteran owned small biz who has been successful in subcontracting or getting a GSA or MAS? If you have one - I`d be pleased to discuss our products/services as a benefit to winning future bids.
 
My biggest problem? I have my DUNS, CCR and ORCA filings complete. I know where to find all the solicitations and other companies who have won bids and have these huge multi-million contracts - except non of the solicitations are for "exactly" what I can offer. I need more information on Unsolicited RFP`s or Unsolicited bids, proposals, subcontract`s etc... ???? Any ideas??? Would be greatly appreciated (and rewarded if it all works out).

I quickly breesed through your site. From what I can tell, most of what your selling will not be acquired through a normal RFQ process. Depending upon the dollar threshold, it will be acquired through the Government Purchase Card. I`d focus your attention to that arena of the government purchasors. You can obtain list of the different bases card holders through a FOIA request at most bases. They advertise towards the people in organizations that are more into what your selling. I can help more on getting a GSA contract which would help with acquisitions above the $2,500 threshold, just let me know.
 
You can also try to locate each bases Transition Assistance personnel for some of your trainings. Another area may be the bases Education office.
 
If you need more specifics on either of these let me know. Also, if you would like me to find you more information on Unsolicited Proposals in the FAR, DFAR, etc, then let me know. But I think you might be better off chasing down the avenues that I mentioned. Good Luck!

Great response Jaime. I was just going to mention the Government Purchase Card, threshold and TAP.

Richard, I took a look at your site, as well and I noticed that you are catering to the transitioning folks. You won`t find anyone in the Contracting departments aboard military installations looking for your type of services except the Transition Assistance Offices.

Now if you were you to become accredited through DANTES and accept Tuition Assistance or other certifications then you could get with the Education Centers aboard each military installation and inform them of your courses. OSHA would even be of interest to Base Safety offices since they send many people to those courses.

Hi richardhull,

Another thing you might try is approaching training institutes that are already on the GSA schedule or have gov contracts and see about parterning or subcontracting in some way for courses you offer that they don`t. Subcontracting to someone with a gov contract or GSA schedule gives you the credit for performing on a government contract that would allow you to get on the schedule yourself. Check GSA`s site for similar businesses in your area and approach them.

Depending on where you are, you may also be able to approach government-owned/sponsored training centers directly. For example in my area there is the Foreign Service Institute, owned by Department of State and they regularly contract out their training requirements to private businesses. Many of their classes are conducted by the business Management Concepts.

We like to say being on the GSA schedule gives you a "license to hunt", meaning that you have to go out and sell to those government purchasing agents.  I didn`t see a mention of the Procurement Technical Assistance Centers whcih are a great local resource availbe at no or nominal cost that can provide assistance to business firms in marketing products and services to the Federals, state and local government
