Does a non-disclosure work overseas ie argentina.

I am starting a menswear tshirt company and am looking for an artist to actualize my ideas into illustrations. The only problem I have is I do not have a whole lot of cash to pay to artists. It seems like the only artists I can afford are overseas, such as Argentina. Does anyone know if non-disclosure agreements work in overseas countries such as Argentina?
