The answer to the purpose of having a site is the site`s purpose. For one it might be personal, another might be e-commerce, another might be information and content, another might be public awareness of a product, etc. Every site I`ve ever done has it`s own purpose, and the purpose changes from time to time. There`s no set answer to that question.

You start with your business plan and you come up with your marketing strategy for that business. If part of your marketing is that you have a website, you create one that is true to your plan. If you have your strategy in place, your "purpose" or "theme" -- whatever you want to call it -- is already written for you. It`s right there in the plan, you just have to execute it properly.

I think you should go with a "pro" but a professional is in the eye of the beholder as MOST web designers I have come in touch with aren`t much better than the stuff I can do not knowing anything about web design. That being said, I now there are GREAT designers out there. I am putting together a business now and am on a VERY smll budget so I decided to DIY.....the site is by no means great, maybe even bad, but I feel as though it is no worth the investment right now of a professional design as I dont believe it is going to make or break my business. If things go well as planned, I will make the investment.....

I have two sites that were built for me as part of an affiliate program and one that is DIY.  I think the DIY concept is fine but it does require in my opinion two very important things, some working knowledge of how a website site is built and the time to build it effectively.  If you cannot get access to the tools needed to effectively build your site, or if time or lack of it is an issue, having it done for you would probably work best assuming your budget allows for it.
