You are 100% correct!  I wonder how many politicians got their pockets greased to convince them to give cc companies that much time between enactment and enforcement?  Makes no sense to me.  If it is illegal, immoral, and wrong as of Feb. 22, then it was all of the above last year as well, and therefore should have been stopped and corrected immediately, not months later.
