How much would/ should it cost to hire some individuals create a website that has full social networking functionality, kind of like face book or this one.

Fully customized, on a proprietary license, you are looking at a minimum of $35,000. The best Hawaii website design company would be able to give you a better idea.

What are you trying to accomplish?  Start at your goal and seek resources that already exist.  No sense in re-inventing the wheel.

It will cost a lot. Facebook was made not only by a single person. You need a sponsor to fund you  on your project if you want to make a Social Networking site.
