I just checked out WhizFolders a little bit, but I`m not sure it does what I want.  I guess it would work, but it seems cumbersome.

It`s actually not. If you`re on a PC, do a free trial download. This is one of those things where to explain it takes way longer than just using it. There`s a very easy demonstration using the introduction guide.

I don`t believe there`s any way to actually formulate a database that would be a procedures management system. What you`re essentially asking for is a process-management system. There IS one of those, but it`s the SAP business solutions suite of appplications.

The problem is that it`s designed to handle Enterprise processes, costs about a gazillion dollars, and goes totally beyond anything remotely resembling a microbusiness. It`s why I`m suggesting at least some sort of outlining program. (Another one is Action Outline, for PC platforms.)
