Click fraud is part of the cost of advertising but there are ways to deal with a lot of it.  It takes some work.  There are several articles on the subject if you search Google using the link below:

The best advice I can give you is to monitor for it regularly, make adjustments when you see it and don`t use a PPC service without checking them out first.

If you get out totally, you may not be see at all...

So let me see if I get this. You have a Web site and you want people to see it. You pay another site to have a link to your site. When someone clicks the link on Site 2, you have to pay Site 2 some amount of money. That`s a "pay per click" situation, right?

So "click fraud" is when a computer considers a click on Site 2. You get billed because "in theory" whomever clicked your link did so to view your site. But in fact, they didn`t. A script or automated process made it "look like" your link was clicked. Right?

If so, then the advantage to Site 2 would be to run up your bill, without actual people viewing your site. Still right?

Your comments are correct but click fraud is also a problem where a web site is made that displays PPC ads and then offers to pay people to click on the ads.  Many of these act like search engines or link pages that is used by members.  This is a big problem in countries outside of the US where our courts cannot touch them.  In many cases this is the biggest of the click fraud problems.
