Firstly, you need to start to plan. You will need an intial business plan that will serve as a roadmap to success for your business. You'll also want to start to think about how your business will be legally structured, such as LLC or partnership. Also, you'll need to find out from your local government what kind of license and permits you will need to obtain to be operational.

Insurance is one of the big things you want to get in place with this business. Particularly general liability and workman's comp. These days (unfortunately) a lot of trash out and clean out business is in foreclosures and these are usually managed by asset management companies hired by the banks. These companies want to see that your insurance is in place and possibly even a contractors license depending on your state. Also, try to find how other companies in your area are pricing. The ACM's will ususally takes bids for jobs and sometimes it'll just come down to price.
If you're looking for just regular residential work and not bank owned properties, then your best bet is to network with other home service providers; contractors, handymen, painters, home organizers, etc.
Definately do your homework and write a plan. It's not rocket science, but there are some specific things that will make a difference.

Find agents listing bank owned properties, get listed by the nationals as a vendor, network, and do great work at reasonable prices.
There is plenty of work out there. You just need to fidn it or have it find you by marketing yourself to be found easilly.
