I am working on a site and the owner wants the H1 tag, description and the title on the index page to change multiple times per week, depending on what he decides to showcase that week. Will this be an issue with SEO? Is it preferable to have a static home page, or one where the title, description and H1 tags change all the time? Or does it even matter? Thanks!

Yes, it matters.  You can't just keep changing the tags.. well if you care about SEO, then you can't.

You could just create a new page for each "showcase".

Title and H1 tags are about 70% of on page SEO, its has negative impact on SERP when you change title again and again, search engine change there data base after some days and when they did you change again. Also title contain your best keywords changing them is  not good for SEO.

You should encourage having stable content that is optimized for your market and keywords.

It is possible to have just the featured products section change thus making it change, but keeping some content for SEO.

I agree with Amir too. You can't keep changing the tags. This will hurt your SEO efforts. Although tags are not what I consider to be one of the major ranking factors, the search engines do look for consistency. It's ok to update posts in your blog but it's probably not going to help you to change the tags.

You should just create a new page or post for whenever you find you need to change the tags. This strategy will help you to increase your page rank which is a major determining factor for search engine placement.

Yes it matters, if you want to get higher ranking for particular keyword you need to stick with title, description and h1 tag. I would suggest you to make a common title and description for each post and don't change it oftenly.
