All excellent points Craig! I think before we start bringing in the other pretend customers, we should figure out how to get Joe throught the gauntlet. Let`s use Joe as our first customer. What is the best way to serve his needs?
How do we "process" him? Let`s use your example to start:

We`ll start with step 1. Without a working website, Joe finds us in the forums. How do we intiate contact? PM? E-mail? Who is the representative? Because his needs are for a website AND a corporation, would he need an "advisor" , team , etc.?
Joe is a small guy and can`t afford to lay out a chunk of ching for our services. Not to mention, some of these services he is needing are available else where for free. How do we "capture" his business?
Any objections to this line of thinking?

I like the idea of the exercise. However, I have to say that your example of how JC would pose his issues is one format that I have never seen on this forum. I think it would be very rare for a JC to be this well organized - haven`t seen it yet here. It would be great if I was incorrect. I think it is a stretch though.
This brings us to gathering info on JCs. I think a first step would be to collect some basic data. This would occur wherever a JC went for assistance, like the SBA SCORE office or somewhere similar. This leads to a database collection process and then to who has access to it and then to what questions will be asked and info gathered ... you get my drift.
I think it will be beneficial to have structured and methodical process gathering info throughout the process. Otherwise, I don`t see how info can be shared efficiently and effectively. JMTs.

How about a real life situation.
I have developed/improved upon different marketing programs ultimately creating the ability to successfully market/motivate consumers to patronize any participating business, service or product offer.
The why people will be motivated to purchase these products and services will be based on the fact that they need/want/desire them and because of the benefits for purchasing said brands will outweigh the benefits that will be realized by purchasing other brands. The why??? ask yourself what a business would have to offer, for you to want to be its customer, then add another dozen or so motivational factors and you will start having an idea why I make the claim as stated above.
Instead of trying to sell the marketing program to every different corporation and only realizing a fraction of its total value. I have decided to form new businesses/partnerships within different industries that will use these programs allowing me and my partners to create successful brands and corporations.
My problem is that I am not an expert within the different industries in which I would like to use these marketing programs, all of them. Thus My intentions to create partnerships with experts from within their fields of expertise. (The decision to hire or to partner? I feel nobody works as hard as an owner, thus the decision for partnering.)
My next step is to create the partnerships needed to start these businesses.
How would this organization be able to help me achieve the objective of finding the individuals who desire to form a successful business partnership with me????
FYI, I am very flexible with how this whole program is developed. IE. suppose a web design expert wanted to subcontract his/her service to a business in which he/she and I were partners. I would have no problem if it were structure correctly.
