I`m not sure I`d rush to bring on a partner simply in the name of getting some marketing help. You might be better off to barter with someone who has marketing experience to get access to the resources you need, and avoid having to share profits, decisionmaking, and the like with someone who contributes nothing to your core competency which is web development.
That`s not to say that marketing isn`t important. It`s critical to your success. But it`s also available in ways that don`t require you to give up equity in your business.

I am living in Virginia Beach for 2 more weeks then will be back in the Pacific Northwest(anybody know of a day job looking for help) and advise you to be very careful before partnering with anybody. I am just finishing a lease that has cost me money--ignorance can really hurt you. Do credit check, hire an attorney, do background check, interview references, and that`s just for starters--or you might not only miss an opportunity to get a business started, but you might find your self liable for actions and frauds committed by your new partner.
I learned the hard way.
