I definitely think adding email to the mix can`t hurt.  If these program directors and event directors are indeed out of the office frequently and/or volunteers, you may have a better chance of catching them virtually.

 If you want to go from "free to fee" you may want to focus your topic so that you are considered an expert in one area, not a jack of all trades (even though you may be one). It may seem to limit your flexibility when speaking, but it will enhance your credibility to be known for your expertise in one area. Persons who say they speak on a variety of topics are a dime a dozen and are missing the opportunity to differentiate themselves in a very crowded speakers market. You have some dynamite topics listed - pick one topic and become the expert in that area, publish articles on ezine about the topic (with links to your website) and stress your focus on your web site. I learned this lesson from other professional speakers.  I also strongly advise you to join a local chapter of the National Speakers Association. They are the most giving and supportive organization I`ve ever been a member of in 20 years of speaking and training and development. Good luck to you!
