I came across some blogs with PageRank 9 which seems suspicious to me after visiting them.
Does anyone have an idea how is this possible?

I took a look of these blog no doubt that they having 9 pr value but it is not the blog pr value but it is website pr value and if you check the alone blog so it shows the unranked value.

I am just as baffled as you are on the page rank for the blogs you listed. They are clearly sites with thin content and not very useful to the general user.
I can only assume that they are manipulating something and that google's algorithms will soon catch up with them.

This isn't a uncommon phenomena, many sites use a range of techniques to copy another sites page rank, think identity fraud but for websites.
There are a variety of tools available to spot whether the page rank value is real or fake, so free and some are paid: below is the URL of a free site that can check for you.

The sites fake there page rank for a variety of reasons, generally its so they can put the website up for sale at a high value because of the high page rank.
One thing I will add is that you should not be to obsessed with page rank as there are many other variables that determine how you site will fair in the search engines. Remember most internet users won't have the page rank toolbar installed so the number means nothing to them.
