Looking into the barriers, hurdles, difficulties for homepreneurs in Atlanta-area, particularly those imposed by city or county government entities.

I live in the Atlanta area and I am just starting my research on starting my home-based business. Being that is has to do with the general public at large I know the government will make me jump through some hoops. I am trying to do home baked treats, e.i. decorated cakes, cookies, cupcakes, etc. If you have any advice that can help in the process it will be greatly appreciated.
