I am aware of Fundingpost (as well as several others like it). I don`t have any direct experience with them.
However, you bring up a good question about "broadcasting" your business plan. When seeking capital a business plan is usually an essential tool. However, don’t expect the plan to do all the work for you. In early-stage companies, it is you (the entrepreneur) and your team that are key to securing the capital.
We recommend that the distribution of your business plan be limited and controlled (by keeping a list of those who receive it) – because the very nature of a “good” plan will contain information that you don’t want to give to the whole world.
We have also seen instances where an improperly written plan has been construed as an offering document – you don’t want that!
So, if you post on a match making site or any other place – remember the goal is to generate enough interest to start a dialog.
