I've been trying to build a website by myself for about a week now. I have been putting about 15 hrs a day and I am still getting nowhere...

Does anyone know of any reliable website developer/designer/CMS included company that is affordable?

You can go to a site like http://www.DesignQuote.net that will let you post your site specs and then send you proposals from several designers. Its a free service.

I would definitely recommend WordPress and hosting/domain name registration with BlueHost. I tried some of the site builders and they were terrible. Constructing so much of the website yourself is a real pain. WordPress is awesome because there are people who know HTML that create themes for WordPress, so you just download the theme and then upload it into WordPress. There is a ton of documentation and help online for people using WordPress so it really isn’t that hard to figure out how to do new things with it. I don’t have any HTML experience but it was fairly straightforward to put up a site this way. BlueHost has a ton of tutorials too in case you need any help with that and they have fantastic tech support, who I have called a few times :-D

For a pretty quick solution, I would recommend using Weebly as they provide a very user-friendly and friendly solution for everybody to build websites.  The use drag-and-drop and so it's very quick for you to get something up and running quickly.  THey're free to sign up and hosting is provided for free.  You can upgrade to their paid platform but even with the free version, it's sufficient to get a decent website up and running.

There is also some pre-made Weebly theme for you to pick out if you wish to proceed with Weebly.

These are just some "quick and economical" solutions for you, and depending on what you need, I hope this works out for you! :)
