You can also try searching for free ad posting websites and have a banner ad designed and placed over those to increase your visibility.

Another good option is to create hype over facebook via a fan page, you will find a good amount of your target audience there if you reach out properly.

For a dating site, maybe Craigslist?  You'd have to think of where your target audience is hanging out online.  Facebook was a good suggestion.

Since you are looking for people then be with the people. Try to reach out by using some social networking sites like facebook and twitter. You can also offer incentives to those first few people to register on your site. Or, create a contest to get the attention of people. You know the effect of those kinds of promotions to people, right?

Craigslist and Facebook would be the best ways I can think of. Go to places where people are trying to socialize is what I would recommend. Dating forums wouldn't hurt either, if you can provide engaging posts from others.
